Title: Planning in Norway. Past-present-future challenges.

Abstract: The aim of this presentation is to present the planning system in Norway. First it presents the background for the present system. Then the present structure is presented. The Norwegian city Bergen, with its extreme weather and landscape situation will be used as case. The strong property rights in Norway play an important role in the spatial planning processes. Therefore, involvement and participation of stakeholders is constituted in the latest version of the planning and building law. Likewise, negotiating processes in planning influence much on how the end results will be. In addition, the problem of dealing with surface water as an effect of climate change is a future challenge in planning.
